William King, future first governor of Maine and president of the Maine Constitutional convention, signed this proclamation. It announced that Congress admitted Maine to the Union on March 3, 1820, that the Constitution- previously adopted by the residents- was now in effect, and that Maine was a state "from and after the fifteenth day of March."
